피지컬 리터러시 관점의 초등학교 저학년 체육교육 방향 탐색: 국제 비교 분석

Exploring Directions for Early Elementary Physical Education from the Perspective of Physical Literacy: An International Comparative Analysis

본 연구의 목적은 미국, 캐나다 온타리오, 호주의 교육과정을 비교 분석하여 피지컬 리터러시(Physical Literacy, PL)가 초등 저학년 체육에 어떻게 반영되고 있는지를 살펴보고, 이를 토대로 한국 초등학교 저학년 체육교육의 발전 방향을 탐색하는 데 있다. 이를 위해 세 국가의 공식 교육과정 및 정책 문서에서 PL의 교육방향, 교육내용, 정책 및 지원체계가 어떻게 구조화되어 있는지를 분석하였다. 연구 결과, 미국은 학년군 지표를 통해 발달 연속성에 따른 학습 경험을 보장하며 PL을 학습 여정으로 규정하였다. 캐나다 온타리오는 건강 리터러시와 결합하여 PL을 강조하고, Daily Physical Activity (DPA) 제도를 통해 모든 아동의 일상적 신체활동을 제도적으로 보장하였다. 호주는 국가 PL 프레임워크와 교육과정을 정렬하고, 교사용 자료집을 제공함으로써 교육내용과 현장 실행을 긴밀히 연결하였다. 이와 같이 세 국가는 PL을 철학적 목표 진술, 구체적 성취기준, 정책적 장치와 현장 자원으로 체계화하여, 신체적·인지적·정의적·사회적 영역의 균형 있는 발달을 추구하고 있었다. 본 연구는 이러한 국제적 사례를 통해 초등학교 저학년 체육의 교육목표 설정, 발달 친화적 성취기준 개발, 신체활동 보장 정책 및 교사 지원 체계 구축의 필요성을 제안하며, 한국의 향후 초등학교 저학년 교육과정 개정과 정책 수립에 시사점을 제공한다.

This study examined how Physical Literacy (PL) is embedded in early elementary physical education by analyzing curriculum documents from the United States, Ontario (Canada), and Australia. The findings revealed that all three countries implemented PL across educational philosophy, curriculum content, and policy support, thereby fostering balanced physical, cognitive, affective, and social development in young children. Specifically, the U.S. operationalized PL through developmental learning progressions and grade-band indicators; Ontario ensured daily participation in physical activity through the legally mandated Daily Physical Activity (DPA) policy; and Australia aligned its national PL framework with the curriculum, supporting teachers through practical resources such as the Teacher Toolkit. These international comparisons suggest that Korea must move beyond play-centered activities and establish a clear philosophical foundation, independent learning standards, and supportive policy frameworks for early elementary physical education grounded in PL. This study provides academic and policy insights into strengthening the legitimacy of early elementary physical education in Korea, while highlighting the need for developing a Korean PL framework and conducting empirical research.
