전북 지역 중학교 진로연계교육의 실행력 제고 방안 연구

A Study on Strategies to Enhance the Implementation of Career-Linked Education in Middle Schools: Focusing on the Jeonbuk Region

본 연구는 전북 지역 중학교에서 시행 중인 진로연계교육의 실행력 제고를 위한 전략을 도출하는 데 목적을 두었다. 2022 개정 교육과정의 핵심 역량 및 고교학점제와 연계하여, 중학교 전 학년에 걸친 체계적인 진로 설계와 학습 연속성을 확보하는 방안을 모색하였다. 이를 위해 전북 지역 중학교 교사 108명을 대상으로 설문조사를 실시하고, 10명의 교사를 대상으로 한 심층 자문(FGI 및 IDI)을 통해 정책 수용도, 운영 실태, 현장 과제 등을 다각도로 분석하였다. 연구 결과, 진로연계교육에 대한 정책적 공감도는 높았으나, 실행력 측면에서는 전담 인력 부족, 시수 및 예산 확보의 어려움, 지역 자원 활용 한계 등 구조적 제약 요인이 주요한 문제로 확인되었다. 특히 농산어촌 소규모학교는 교사 협업과 외부 자원 연계 운영에 취약하여 지역 맞춤형 모델 개발이 요구되었다. 또한 진로전담교사와 교과교사의 역할 혼선, 구체적 실행 지침의 부재, 형식적 운영의 문제점도 반복적으로 지적되었다. 이에 따라 본 연구는 전북형 진로연계교육의 실행 전략으로 학교 규모별 맞춤형 운영 모델, 정규 교육과정 내 진로영역의 내재화, 교사 협업 기반 수업 체계, 지역사회 및 산업체 연계 플랫폼 구축, 실천 중심의 연수 및 가이드라인 제공, 단계별 추진 로드맵 수립 등을 제안하였다. 이러한 전략은 진로연계교육의 지속 가능성과 지역 적합성을 강화하고, 학생 중심의 진로역량 성장 기반을 마련하는 데 기여할 수 있을 것이다.

This study aims to develop strategic measures to enhance the implementation of career-connected education in middle schools across Jeonbuk Province. Aligned with the core competencies of the 2022 Revised National Curriculum and the high school credit system, the research explores systematic approaches to ensure coherent career design and academic continuity across all middle school grades. A survey was conducted with 108 middle school teachers in Jeonbuk, supplemented by in-depth interviews and focus group discussions (FGI and IDI) with 10 teachers, to analyze policy acceptance, operational practices, and on-site challenges. The findings revealed a high level of consensus on the policy’s direction, yet several structural limitations hindered effective implementation. These included a shortage of dedicated personnel, insufficient instructional hours and funding, and restricted access to local career-related resources. Rural and small-scale schools were particularly vulnerable, showing difficulties in teacher collaboration and external partnerships, highlighting the need for region-specific operational models. Additionally, ambiguities in the roles of career guidance and subject teachers, lack of concrete implementation guidelines, and superficial program delivery were repeatedly cited. Based on these insights, the study proposes strategies such as differentiated operational models by school size, integration of career education into the regular curriculum, collaborative teaching frameworks, the establishment of local and industry-linked support platforms, practice-oriented teacher training, and a phased implementation roadmap. These recommendations aim to enhance both the sustainability and local adaptability of career-connected education, ultimately fostering student-centered career competencies.
