도시재생 관점에서의 귀농어ㆍ귀촌 조례 분석

Analysis of the Ordinance on Returning to Farming and Fishing/Rural Areas from an Urban Regeneration Perspective

본 연구는 귀촌 활성화의 관점에서 귀농어ㆍ귀촌 조례 분석을 통해 지역 소멸에 대응하는 방안을 모색하는데 목적이 있다. 자치법규정보시스템에서 143개의 조례를 추출하여 내용분석한 결과는 다음과 같다. 첫째, 조례 명칭은 귀촌을 포함하고 있으나 조례 내용은 귀촌인의 특성에 부합하는 내용이 없었다. 둘째, 귀농어ㆍ귀촌 조례는 인력 수급이라는 산업 관점에 기반하고 있어, 소비집단, 탈사회화집단의 특성을 반영하고 있지 못하였다. 본 연구는 귀촌인이 지역발전에 기여할 수 있는 새로운 측면을 설명하고, 귀촌인 유인 사업이 지역 활성화에 비용효과성이 높다고 주장하면서, 귀촌인의 정착을 위해 원주민 대상 인식 전환 교육과 귀촌인 맞춤형 서비스 제공을 제안하였다.

This study aims to explore ways to address regional extinction by analyzing ordinances on returning to rural areas and fishing villages from the perspective of revitalizing rural areas. The results of a content analysis of 143 ordinances extracted from the Local Government Regulation Information System are as follows. First, while the ordinances include "returning to rural areas," their content lacks a strong relevance to the characteristics of returning rural residents. Second, ordinances on returning to rural areas and fishing villages are based on an industrial perspective of labor supply and demand, failing to reflect the characteristics of consumer groups and desocialized groups. This study explains the novel ways in which returning rural residents can contribute to regional development and argues that attracting them is cost-effective for regional revitalization. Furthermore, it proposes awareness-raising education for local residents and customized services for returning rural residents to facilitate their settlement.
