통폐합학교 지원 기금 운용 활성화 방안에 대한 인식 연구: G교육청 사례를 중심으로

A Study on Revitalizing the Operation of the Consolidated School Support Fund: Case of the G-Office of Education

본 연구는 학령인구 감소에 따라 통폐합 학교 수가 늘어나고 있으며, 이로 인해 막대한 통폐합기금이 적립되어 있음에도 불구하고 집행이 활성화되고 있지 못한 G교육청의 통폐합 기금운용 활성화 방안을 탐색하기 위해 현장 전문가 25인을 대상으로 반구조화된 개방형 면접 질문지를 활용하여 인식을 조사하였다. 수집된 자료는 질적 연구방법의 일종인 수정된 합의적 질적 연구방법을 사용하여 분석하였다. 연구결과, 통폐합학교 지원 기금 운용의 활성화를 위해서는 기금의 집행률 향상, 단위학교의 자율성 확대, 기금 사용 범위의 확대, 교육환경 개선 및 교육활동 추가 지원, 학생 외 주민 대상 사업 실시, 교육청과 기초자치단체의 협력 강화, 교육주체별 역할 정립 등 다양한 실제적인 방안들이 도출되었다. 이러한 전문가들의 인식을 토대로 조례 및 조례시행규칙 개정의 필요성, 교육청의 역할 및 책무성 강화, 교육지원청의 역할 명확화, 학교장의 재량권 확대, 이해 관련당 사자들의 의견 수렴 및 반영, 홍보 강화, 학생 1인당 지원금 상향 조정 등을 시사점으로 제안하였다.

This study explores ways to revitalize the operation of the Consolidated school support fund in the G Office of Education, which has accumulated a massive amount of funds despite the fund's execution being hindered due to the increasing number of merged schools resulting from the decline in the school-age population. To this end, a semi-structured, open-ended interview questionnaire was used to survey the perceptions of 25 field experts. The collected data were analyzed using a modified consensual qualitative research method, a type of qualitative research method. The results of the study suggest various practical measures to revitalize the operation of the merged school support fund, including increasing the fund execution rate, expanding the autonomy of individual schools, expanding the scope of fund use, improving the educational environment and providing additional support for educational activities, implementing projects for residents other than students, strengthening cooperation between the Office of Education and local governments, and establishing roles for each educational stakeholder. Based on these experts' insights, suggestions included the need to revise the ordinance and its enforcement regulations, strengthen the role and accountability of the Office of Education, clarify the role of the Office of Education Support, expand the discretion of school principals, collect and reflect the opinions of stakeholders, strengthen public relations, and increase per-student support.
