교육의 투자와 성과에 영향을 미치는 요인: 지방교육재정자립도를 중심으로

Factors affecting educational investment and outcomes: Focusing on local educational financial autonomy

최근 지방분권에 대한 국가적 관심이 높아지면서 교육자치, 지방교육재정자립, 교육투자 등이 교육성과에 미치는 영향에 대한 연구의 중요성이 높아지고 있다. 본 연구는 지방교육 재정자립도를 통하여 지방교육재정분권의 수준을 살펴보는 시도를 진행하였다. 즉, 분권의 수준이 교육성과에 미치는 영향을 살펴보기 위하여 OECD 회원국의 11년간의 패널자료를 구축하여 패널분석과 함께 경로분석을 진행하였다. 구체적으로 지방교육재정자립도(교육재정분권수준)가 GDP 대비 공교육비(교육투자)와 PISA 학업성취도 및 취학률(교육성과)에 직・간접적으로 미치는 영향을 분석함으로써 시사점을 찾고자 하였다. 연구결과, 지방교육기관이 집행하는 교육비 금액 중에서 지방교육기관이 조달하는 금액이 많을수록, 즉, 지방교육기관의 교육재정 확보와 운영에 대한 자율성이 높아질 수 있는 제도를 운영할 경우, 직접적으로 국가 전체의 교육투자 증가와 교육성과 향상에 긍정적인 영향을 미친다는 점을 확인할 수 있었다. 또한, 교육비 규모를 확대하면 간접적으로 국가 전체의 교육성과 향상에 긍정적인 영향을 미칠 수 있다는 점을 추가적으로 확인하였다. 이러한 결과를 통하여 중장기적 교육정책을 수립할 때 고려해야 하는 사항 중의 하나로 지방 교육기관의 재정자립도가 있음을 알 수 있었다.

Recently, as national interest in local decentralization has increased, the importance of research on the effects of educational autonomy, local education financial independence, education investment, and national economic level on educational outcomes has increased. This study is a comparative and analytical study that constructs panel data for 11 years of OECD member countries and conducts panel analysis and path analysis to examine the effects of local education financial decentralization on educational outcomes. Specifically, this study aims to find implications by analyzing the direct and indirect impacts of local education financial independence (education financial decentralization level) on public education expenditures relative to GDP (education investment) and PISA academic achievement and enrollment rates (educational outcomes). The research results confirmed that the more local governments procure the number of education expenses executed by local governments, that is, if a system is operated that allows local governments to increase their autonomy in securing and operating education finances, it will directly have a positive effect on increasing education investment and improving educational outcomes for the entire country. Additionally, it was confirmed that expanding the scale of education expenses, can have a positive indirect effect on improving educational outcomes nationwide. By utilizing these results in establishing mid- to long-term education policies, we expect to achieve higher educational outcomes.
