양육미혼모 활동가의 당사자 운동 경험: 사례연구

A Case Study on the Experiences of Unwed Mother Activists in the Unwed Mothers' Advocacy Movement

본 연구는 양육미혼모 활동가의 경험을 통해 한국 미혼모 당사자 운동의 전개 과정을 탐색한 질적 사례연구이다. 양육미혼모 활동가 7명의 심층인터뷰를 통하여 수집된 연구 자료를 주제분석한 결과, 양육미혼모 활동가들은 자조 모임을 통해 자신이 겪은 차별이 정상가족 이데올로기에서 비롯된 구조적 문제임을 성찰하고, 아이들의 미래를 위해 공개적 발화를 선택하며 협회를 창립했다. 또래지원과 자립 역량이 강화되고 조직의 대표성이 제고되었으며, 일부 양육지원 제도의 신설⋅개선과 일선 공무원 인식변화 등 점진적 성과가 확인되었다. 향후 과제로는 주체의 지속적 유입과 참여, 정책⋅인식개선의 활성화, 비당사자 및 유관단체와의 협력적 확장이 제시되었다. 본 연구는 미혼모 당사자 활동가의 역량강화와 지속가능한 활동을 위한 사회복지적 제언을 제시하였다.

This study examines the development process and future directions of the “Unwed Mothers' Advocacy Movement” in Korea, focusing on the experiences of unwed mother activists associated with self-help organizations. Thematic analysis of research data from in-depth interviews with seven unwed mothers reveals that they perceive their experiences of discrimination as structural issues rooted in the ideology of the “normal family.” Through self-help groups, they opted for public articulation to secure their children’s future and formed associations. Consequently, peer support and independence capacities were reinforced, organizational representativeness was improved, and incremental achievements were observed, including the establishment and enhancement of specific child-rearing support policies and shifts in the perceptions of frontline public officials. Identified future tasks encompass the sustained engagement of unwed mothers as agents, the enhancement of policy and awareness initiatives, and the broadening of collaborative relationships with non-single mothers and associated organizations. This study proposes social welfare initiatives aimed at enhancing the capabilities of unwed mother activists and facilitating their sustainable efforts.
