입법 옹호를 통한 지역복지 실천에 관한 연구: 지방자치단체 조례 제정 경험을 중심으로

A Study on Community Welfare Practice through Legislative Advocacy: Focusing on the Experience of Enacting Local Government Ordinances

본 연구의 목적은 한국 지방자치제도에서 입법 옹호를 실천한 실천가의 실천 경험을 탐구하여 입법 옹호 과정의 역할을 제시하여 입법 옹호 실천 전략을 도출하는 것이다. 연구 참여자는 사회복지 조례 제정에서 주도적 역할 경험이 3년 이상 있는 지역복지운동단체와 지역주민단체 활동가 14명을 선정하였다. 연구 방법은 일반적 질적 연구로 귀납적 주제 분석을 하였다. 연구 참여자의 조례 제정(집행) 과정에서 역할은 ‘주민 권리 확대를 지향하는 전략가’, ‘공감하는 사람(단체)을 조직하는 조직가’, ‘제도를 추동하는 권력의 통제자’, ‘정책당사자의 자기 옹호 촉진가’로 도출하였다. 본 연구의 결론은 지방자치제도 근거로 도출한 결과에 따라 지역 현장 사회복지사의 입법 옹호 실천을 위한 함의와 제언을 하였다.

The purpose of this study is to explore the practical experiences of practitioners who have engaged in legislative advocacy within the Korean local government system, to identify the roles involved in the legislative advocacy process, and to derive practical strategies for legislative advocacy. Fourteen participants were selected, all of whom are community welfare activists with at least three years of leading experience in the enactment of social welfare ordinances. The study employed a general qualitative research method using inductive thematic analysis. The roles identified in the ordinance enactment (and enforcement) process were: “strategist aiming to expand residents’ rights,” “organizer who mobilizes empathetic individuals or organizations,” “controller of the power that drives the system,” and “facilitator of self-advocacy among policy stakeholders.” The conclusions of this study, based on the results derived from the local autonomy system, provide implications and suggestions for the legislative advocacy practices of local social workers.
