직업계고 해외 유학생 유입 정책에 대한 경상북도 지역 직업계고 교사 및 이해관계자의 인식

Perceptions of Teachers and Stakeholders in Vocational High Schools in Gyeongsangbuk-do Province Regarding the Inflow Policy of International Students

본 연구는 경상북도 소재 직업계고의 해외 유학생 유입 정책에 대한 교사와 이해관계자의 인식을 분석하고, 이를 바탕으로 정책의 성공적인 안착을 위한 지원 방안을 규명하는 데 목적이 있다. 이를 위해 직업계고 교사와 학교운영위원 등 이해관계자를 대상으로 설문 조사를 실시하여 정책의 필요성, 기대 효과, 운영상의 어려움 및 요구사항을 분석하였다. 연구 결과, 대다수의 교사와 이해관계자는 학령인구 급감과 지역 소멸 위기 속에서 해외 유학생 유입 정책을 지역 존립을 위한 자구책으로 인식하고 있었다. 특히 인구 소멸 위험이 높은 지역일수록 정책의 사회·경제적 효과에 대한 기대 수준이 높게 나타났다. 그러나 현장에서는 유학생의 낮은 한국어 능력에 따른 의사소통의 어려움, 담당 교사의 업무 과중, 그리고 내국인 학생 역차별 우려 등이 주요 저해 요인으로 지적되었다. 이러한 분석 결과를 토대로 다음과 같은 정책적 시사점을 도출하였다. 첫째, 교사의 업무 부담 경감과 유학생의 학교 적응을 위해 ‘전담 인력 지원 체계’의 확충이 시급하다. 둘째, 유학생 선발 시 한국어 능력과 정주 의지를 핵심 기준으로 삼아, 단기적인 학생 충원이 아닌 ‘지역 정주형 숙련 인력 양성’에 정책의 초점을 맞춰야 한다. 셋째, 졸업 후 지역 기업 취업과 정착을 보장하는 비자(Visa) 제도의 개선과 함께, 내국인 학생과의 형평성을 고려한 투명한 예산 지원 구조를 마련하여 정책 수용성을 제고해야 한다.

The purpose of this study is to analyze the perception of stakeholders regarding the inflow policy of international students in vocational high schools (VHS) and to identify the main difficulties and demands of the stakeholders. It was empirically confirmed that the policy is a core measure to resolve the structural crises of declining school-age population and labor shortages in local industries, garnering high recognition and perceived necessity from VHS stakeholders in Gyeongsangbuk-do province. The majority of teachers and local community members held high expectations for the policy's effect in resolving population decline and labor shortages. However, its sustainability faces challenges, including personnel shortages, communication difficulties, and equity concerns with Korean students regarding education costs. Consequently, stakeholders emphasize that the policy goal must shift from short-term recruitment to fostering long-term settlement-type skilled workers through strengthened Korean language support and transparent, equitable funding to secure policy acceptance.
