국내 첨단산업 기업의 표준역량 실태 분석을 통한 표준 활용 강화 방안 연구

A Study on Enhancing Standards Utilization Through Analysis of Standards Competency status in Domestic High-Tech Industries

본 연구의 주된 목표는 글로벌 기술 경쟁이 심화되는 환경 속에서 국내 첨단산업 기업의 표준역량을 체계적으로 분석하고, 기업 및 정책 차원의 강화 방안을 제시하는 것이다. 이를 위해 반도체, 인공지능, 미래차, 이차전지 등 12개 첨단산업 분야 360개 기업을 대상으로 표준 활용 역량, 표준 개발 참여 역량의 관점에서 기업의 표준역량을 조사한 결과, 기업 규모와 산업 분야에 따라 표준역량의 격\차가 뚜렷하게 나타났다. 많은 기업이 국제표준의 중요성을 인식하고 있음에도 불구하고, 전담 조직의 부재, 표준 정보관리 시스템 부족, 표준교육 미흡 등 실행 기반은 충분히 구축되지 않은 것으로 확인되었다. 대기업은 국제표준 활용과 표준개발 참여에서 높은 성숙도를 보인 반면, 중소기업은 인력·예산·정보 부족으로 인해 표준 활동 수행에 어려움을 겪고 있었다. 또한 원자력·반도체·미래선박 등 규제 중심 산업은 상대적으로 높은 역량을 보였으나, 로봇·청정에너지 등 신흥 산업은 표준역량 측면에서 낮은 수준을 보였다. 이러한 분석 결과를 바탕으로, 표준을 전사적 경영전략으로 격상시키고 조직 기반과 전문인력을 강 화하는 기업 내부의 변화가 요구되며, 정부는 기업 규모·산업 특성에 맞는 맞춤형 지원, R&D–표준연계 강화, 통합 표준 정보 제공체계 구축 등의 정책적 노력이 필요하다. 본 연구는 국내 첨단산업의 표준역량을 종합적으로 진단하고 실질적 전략을 제시함으로써, 국가 표준경쟁력 및 글로벌 기술 주도권 확보를 위한 기초 자료로서 의의를 갖는다.

This study investigates the standardization capabilities of domestic high-tech industries in Korea, focusing on standard utilization, organizational readiness, and participation in standard-development activities. As global technological competition intensifies and international standards increasingly shape market access and technological dominance, understanding firms’ standard capabilities has become strategically essential. Based on survey data from 360 firms across 12 key high-tech sectors, the study identifies significant disparities in standardization capabilities according to firm size and industrial characteristics. The findings indicate that while many firms recognize the strategic importance of international standards, their internal systems—such as dedicated standardization units, information-management mechanisms, and training programs—remain insufficiently developed. Large firms demonstrate relatively advanced capabilities in international standard utilization, participation in standard-setting processes, and organizational infrastructure. In contrast, small and medium-sized firms face persistent constraints related to limited manpower, budget resources, and access to relevant standardization information. At the industrial level, sectors with strong regulatory environments, such as nuclear power, semiconductors, and advanced shipbuilding, exhibit mature standardization capabilities, whereas emerging fields such as robotics and clean energy show comparatively low levels of readiness. These results highlight the need for differentiated strategies to enhance national standardization competitiveness. Firms should elevate standardization from technical compliance to a core management strategy supported by executive leadership, organizational structures, and skilled personnel. Policymakers should provide tailored support reflecting firm size and industry needs, strengthen the linkage between R&D and standards, and improve access to integrated standard-related information through digital platforms. By presenting an empirical assessment of current conditions and suggesting targeted strategic measures, this study contributes to the formulation of effective policies for strengthening Korea’s national competitiveness in the global standardization landscape.
