How to Settle a 'Big Veterans' Culture for National Integration and Future Development: A Strategy for Harmonizing the Values of Independence, Nationality, and Democracy and Implementation in Daily Life

본 연구는 국민 통합과 미래 발전을 위한 '큰 보훈' 문화를 성공적으로 정착시키기 위한 실천적 방안을 모색하는 것을 목적으로 한다. 구체적으로 다음과 같은 연구 목표를 설정한다. 첫째, 독립, 호국, 민주라는 보훈의 3대 핵심 가치를 조화롭고 통합적으로 인식하는 철학적 토대를 구축한다. 둘째, 국가유공자에 대한 예우를 특별한 날의 구호가 아닌, 일상생활 속에서 체감할 수 있는 실질적인 제도로 구체화하는 전략을 심층적으로 분석하고 정착 방안을 제시한다. 셋째, 이를 통해 보훈문화가 '기억을 통한 연대'를 실현하여, 미래 세대가 자발적 감사에 기반한 나라 사랑 정신을 내재화하고, 국민 통합과 국가 발전의 지속 가능한 기반을 공고히 하는 데 기여할 수 있도록 정책적 제언을 도출하고자 했다. 보훈은 단순한 과거의 희생에 대한 사후적 보상을 넘어, 더 이상 희생이 나오지 않아도 되는 세상을 구축하는 과정이라는 목적론적 실천인 '큰 보훈'의 이상을 현재화해야 한다. 이러한 패러다임 전환은 보훈문화의 주체를 기관 중심의 형식적인 기념에서 지역사회와 시민주도의 참여형, 연결형 문화 확산으로 확대하는 것을 요구한다.

The purpose of this study is to find practical ways to successfully establish a culture of 'big veterans' for national integration and future development. Specifically, the following research goals are set. First, establish a philosophical foundation that recognizes the three core values of veterans in a harmonious and integrated manner: independence, patriotism, and democracy. Second, we analyze in-depth the strategy of embodying honor for people of national merit as a practical system that can be felt in everyday life, rather than a slogan on a special day, and suggest a settlement plan. Third, through this, we tried to derive policy suggestions so that the veterans culture can realize 'solidarity through memory', internalizing the spirit of love for the country based on voluntary audit, and contributing to solidifying the sustainable foundation for national integration and national development. Veterans should go beyond simple post-reward for past sacrifices and present the ideal of 'big veterans', a teleological practice of building a world in which sacrifice no longer needs to be made. This paradigm shift requires expanding the subject of veterans' culture from institutional-centered formal commemoration to the spread of participatory and connected cultures led by local communities and citizens.
