디지털 헬스케어 시대의 군건강정보 보호 강화 방안

How to Better Protect Military Health Information in the Age of Digital Healthcare

본 연구는 디지털 헬스케어 시대를 맞이하여 군의료정보 보안 강화 방안을 모색하는 것을 목적으로 한다. 군인의 건강정보는 질병 예방과 치료뿐만 아니라 의학 연구 및 군 정책 수립의 중요한 기초자료로 활용되며, 국가 안보와 직결되는 민감한 정보로서 철저한 보호가 필요하다. 그러나 디지털 정보화와 인공지능(AI) 기술, 특히 생성형 AI의 발전은 새로운 보안 위협을 초래하며, 군인의 특수한 법적·사회적 지위를 고려한 정보보호 체계의 중요성을 부각시키고 있다. 본 연구는 군인의 의료정보가 가지는 민감성과 법적·사회적 특성을 분석하고, 「군보건의료에 관한 법률」, 「개인정보보호법」, 「의료법」 등 관련 법률 및 규정을 검토하였다. 이를 바탕으로 개인정보 유출 및 악용 방지를 위한 구체적 방안을 제시하였다. 주요 방안으로는 내부관리계획 수립 및 접근권한의 세분화 등 관리적 조치, 암호화 기술·접근통제시스템·접속기록 관리·생성형 AI 대응 등 기술적 조치, 물리적 출입통제 강화 및 전자의무기록(EMR) 백업시스템 구축 등 물리적 조치가 포함된다. 또한 군인의 특수성을 반영한 법적·제도적 기반 마련과 정기적인 보안교육 및 인식 개선의 필요성을 제안하였다. 군의료정보 보호는 개인의 기본권 보장뿐 아니라 군 조직의 신뢰성과 효율성을 높이며, 국가 안보와 의료체계 발전에 기여할 수 있다. 본 연구는 군의료정보 보호를 위한 체계적이고 종합적인 접근 방안을 제공함으로써 디지털 헬스케어 시대의 새로운 보안 위협 속에서 군인의 권리와 국가안보를 동시에 보장할 수 있는 기반을 마련하고자 한다.

This study aims to explore ways to strengthen the security of military medical information in the era of digital healthcare. Military health information is used not only for disease prevention and treatment, but also as an important basis for medical research and military policy formulation, and as sensitive information directly related to national security, it requires strict protection. However, advances in digital informatization and artificial intelligence (AI) technologies, especially generative AI, have created new security threats and highlighted the importance of an information protection system that takes into account the special legal and social status of military personnel. This study analyzed the sensitivity and legal and social characteristics of military medical information and reviewed relevant laws and regulations such as the Military Healthcare Act, the Personal Information Protection Act, and the Medical Act. Based on this, we proposed specific measures to prevent the leakage and misuse of personal information. The main measures include administrative measures such as establishing an internal management plan and categorizing access rights, technical measures such as encryption technology, access control systems, access record management, and AI-generated responses, and physical measures such as strengthening physical access control and establishing an electronic medical record (EMR) backup system. It also suggested the need to establish a legal and institutional foundation that reflects the special characteristics of military personnel, as well as regular security training and awareness. Protecting military medical information not only guarantees the fundamental rights of individuals, but also enhances the credibility and efficiency of military organizations, and contributes to national security and the development of the healthcare system. By providing a systematic and comprehensive approach to protecting military medical information, this study aims to lay the foundation for simultaneously ensuring the rights of soldiers and national security amid new security.
