농촌주민생활돌봄공동체 정책 사업에 참여한 주민 공동체의 돌봄 실천 경험

Experiences of Care Practices by Rural Community Groups in the Rural Community Care Policy Program

본 연구는 농촌주민생활돌봄공동체 정책 사업에 참여한 경험이 있는 주민 공동체의 실무자 목소리를 통해, 사업의 운영 과정과 성과를 탐색하는데 목적이 있다. 연구수행을 위해 농촌주민생활돌봄공동체 정책 사업에 참여한 실무자 10명의 개별 면접 자료를 내용분석하였다. 분석결과 17개의 의미단위를 바탕으로 6개의 범주가 맥락화되었으며, 3개의 최종주제가 도출되었다. 첫 번째 주제인 ‘의미있는 출발, 기대와 다른 실천환경’과 관련해서는 공동체 실천의 동기와 출발점, 처음 기대와 다른 외부환경의 제약으로 구분되었으며, 두 번째 주제인 ‘현실을 헤쳐 나간 힘’은 공동체의 실천적 지혜와 역량과 공동체 실천을 뒷받침한 정책적 지원으로 나뉘어 도출되었다. 마지막 주제인 ‘현장의 성과에서 출발한 정책적 제안’의 내용은 현장 중심의 다층적 성과, 더 나은 정책을 위한 제안으로 정리되었다. 본 연구결과에 기초하여 농촌주민생활돌봄공동체 정책 사업과 관련된 구체적인 정책 및 실천적 함의를 제안하였다.

This study aims to explore the operational processes and outcomes of the rural community care policy program by examining the voices of practitioners from community groups that have participated in the program. To achieve this, individual interviews were conducted with ten practitioners who had experience in the program, and the data were analyzed using content analysis. As a result, six categories were contextualized based on seventeen meaning units, leading to the emergence of three overarching themes. The first theme, “a meaningful beginning amid unexpected realities,” comprises two subthemes: the motivation and starting point of community practice, external constraints that differed from initial expectations. the second theme, “the strength to navigate reality,” includes the communities’ practical wisdom and capabilities as well as the policy support that sustained their practices. The final theme, “policy proposals grounded in field achievements,” encompasses field-based, multi-layered outcomes and suggestions for improving future policies. Based on these findings, this study presents concrete policy and practical implications for the advancement of the rural community life-care policy program.
