“글로컬대학”이란 무엇인가?: 본지정 대학의 비전, 과제, 그리고 성과지표를 중심으로

What Is a “Glocal University”? Visions, Strategic Tasks, and Performance Indicators of Designated Universities

본 연구는 글로컬대학 정책이 대학에 어떻게 구체화되었는지, 글로컬대학이 실현될 수 있는지를 분석하는 데 목적이 있다. 이를 위해 본지정 대학의 비전, 과제, 그리고 성과지표를 텍스트 마이닝을 활용하여 분석하였다. 분석 결과, 글로컬대학은 지역 산업을 기반으로 대학 특성화를 추구하고, 인재 양성-취･창업-지역 정주로 이어지는 선순환 구조를 중심축으로 맞춤형 지역 우수 인재 양성에 주력하며, 지역 기반 앵커대학을 지향하고 있는 것으로 나타났다. 이상의 분석 결과를 토대로 글로컬대학 정책의 정착･발전을 위한 제언으로 보다 명확한 글로벌 특성화 전략 수립, 지역대학에서 배출한 우수 인재의 지역 내 고용성과를 실질적으로 증명할 수 있는 성과지표 산출식 마련, 대학의 평판도(졸업생 및 학계 평판도) 제고 노력 등을 제시하였다.

This study examines how the Glocal University initiative has been concretized within designated universities and assesses its potential for realization. Using text mining techniques, the visions, strategic tasks, and performance indicators presented in the implementation plans of Glocal-designated universities were systematically analyzed. The findings reveal that Glocal Universities seek to establish institution-specific differentiation grounded in regional industries, prioritize the development of high-quality local talent through a virtuous cycle linking education, employment or entrepreneurship, and regional settlement, and ultimately position themselves as regionally anchored universities. Based on these results, this study suggests several policy implications for strengthening and institutionalizing the Glocal University initiative: establishing a clearer global specialization strategy, developing performance indicator formulas capable of objectively demonstrating the local employment outcomes of high-quality graduates, and implementing efforts to enhance university reputation, including graduate and academic reputation.
