라이즈(RISE)체계의 협력적 거버넌스에 대한 대학과 지방자치단체의 동상이몽(同床異夢)

The Divergent Visions of Universities and Local Governments: Collaborative Governance Challenges in Korea’s RISE System

본 연구는 2025년 지역혁신중심 대학지원체계(RISE체계)의 전면 도입 상황에서 정책의 핵심 주체인 대학과 지자체의 인식 차이를 실증적으로 탐구하는 데 목적이 있다. 연구 목적을 달성하기 위하여 RISE체계와 관련한 대학, 지자체 담당자 98명의 응답자료를 분석에 활용하였다. 집단 간 차이 검증(t-test)과 효과크기 검정(Cohen’s d)을 실시하였다. 연구 결과, 지･산･학 협력의 목적과 RISE체계의 성공(촉진) 및 실패(저해) 요인에 대해 대학과 지자체 간 인식 차이가 확인되었다. 이러한 인식의 차이는 정책 현상에 대한 집단 간 인식의 틀(frame)의 차이에 기인하였다. 연구 결과를 토대로 지속가능한 RISE체계를 추진해 나가기 위해서는 대학과 지자체 간 상호 이해를 기반으로 한 협력적 거버넌스를 구축하는 것이 선행되어야 함을 제시하였다.

This study aims to empirically examine the perceptual differences between universities and local governments—the two key stakeholders in the policy—regarding the RISE (Regional Innovation System & Education), which was fully introduced in 2025. To achieve this goal, survey data were collected from 98 university and local government officials involved in the RISE system. Independent sample t -tests a nd effect s ize analyses ( Cohen’s d) w ere conducted. T he findings revealed significant differences between universities and local governments in their perceptions of the purposes of university-industry-government collaboration, as well as the factors that facilitate or hinder the success of the RISE system. These differences are interpreted as stemming from distinct framing perspectives each group holds toward the policy phenomenon. Based on the findings, the study suggests that establishing a collaborative governance structure grounded in mutual understanding between universities and local governments is a necessary precondition for advancing a sustainable RISE system.
