옹호연합모형을 적용한 교육정책 연구에 대한 분석: 체계적 문헌 고찰을 중심으로

An Analysis of Educational Policy Studies Using the Advocacy Coalition Framework (ACF): Focusing on Systematic Literature Review

이 연구는 옹호연합모형(Advocacy Coalition Framework, ACF)을 적용하여 수행된 교육정책 연구들을 체계적 문헌 고찰 방법을 통해 분석함으로써, 국내 교육정책 연구에서 ACF가 어떠한 방식으로 활용되고 있으며, 그 특징과 시사점을 탐색하는 데 목적이 있다. 이를 위해, 학술연구정보서비스(RISS)에서 ‘옹호연합’을 주제로 검색된 총 413편의 논문 중 PRISMA 2020 절차에 따라 포함･배제 기준을 적용하여 최종 17편의 논문을 분석 대상 으로 선정하였다. 선정된 연구들은 일반적 특성과 개념 요소의 두 측면에서 분석되었다. 분석 결과, 첫째, ACF를 적용한 교육정책 연구는 유･초･중등교육을 중심으로 한 연구가 다수 이루어졌으며, 기능요인별로는 교육제도･조직을 다룬 연구의 비중이 가장 높았 다. 둘째, 외적 변수 중 ‘상대적으로 안정된 변수’는 헌법과 교육기본법 등 법제 구조와 공성･평등성･효율성 간 가치 갈등이 핵심적 요인으로 작용하였으며, ‘외부적 사건’은 지배 집단의 변화(정권 교체), 사회경제적 조건의 변화(IMF, 저출산, 시민사회 성장 등), 여론의 변화(언론 보도 등)가 주요 요인으로 나타났다. 셋째, ‘정책하위체제’에서는 교직단체, 정당, 행정부, 시민단체 등 다양한 옹호연합이 확인되었으며, 주요 자원으로는 공식적 법적 권위와 여론이 도출되었다. 정책중개자는 국회, 학계 및 연구자가 중심이었으며, 정책지향학습은 공청회･토론회･포럼 등 공개적 논의의 형태가 가장 빈번하게 나타났다. 이러한 분석 결과를 토대로 국내 교육정책 특성을 정리하고 향후 ACF를 적용한 교육정책 연구의 발전을 위한 제언을 제시하였다.

This study analyzes educational policy research employing the Advocacy Coalition Framework (ACF) through a systematic literature review to explore how ACF has been applied in Korean educational policy studies and to identify its key characteristics and implications. For this, among the 413 studies searched on the topic of “Advocacy Coalition” in Research Information Sharing Service(RISS), 17 studies were selected according to the PRISMA 2020 protocol. The results show that most of the educational policy studies applying ACF focused on early childhood, elementary, and secondary education, and by functional focus, research on educational systems and organizations accounted for the largest proportion. Second, among external variables, “relatively stable parameters”such as legal structures and value conflicts among publicness, equality, and efficiency played key factors, while “external events”-including political changes, shifts in socioeconomic conditions, and changes in public opinion also influenced policy change. Third, within the policy subsystem, diverse advocacy coalitions were identified, with legal authority and public opinion serving as key resources. Based on these results, this study systematically identifies the characteristics of Korean education policy and provides directions for advancing future research employing the ACF.
