초고령사회 노인복지시설의 다각적 운영방안: 대전광역시 서구를 중심으로

multifaceted operational strategies elderly welfare facilities for the ultra-elderly society: Focusing on Daejeon’s Seo-gu

본 연구는 광역시별 노인인구 비율이 상위수준에 해당되는 대전광역시 서구를 중심으로 초고령사회 노인복지시설의 재정립 방안에 따른 시사점을 도출하였다. 이러한 연구목적을 달성하기 위해 노인복지시설 관련 법령 및 문헌, 포털사이트를 통해 공개된 국내외 정책 변화, 대전시 서구 노인복지시설 관련 쟁점들을 분석하였다. 분석결과, 서구는 대전시에서 노인인구 수가 가장 많은 지역으로 그동안 노인복지시설의 선구적 역할과 방향성을 견인해 오고 있었다. 또한 초고령사회를 위한 노인복지시설의 우선 과제로 노인주거복지시설, 노인여가복지시설, 노인장기요양시설에 대한 향후 개혁 방안에 대한 제시가 중요한 과제로 나타났다. 이러한 결과를 바탕으로 향후 대전시 서구에서의 초고령사회 노인복지시설의 패러다임 전환에 따른 다각적인 방안을 논의하였다.

This study focuses on the Seo-gu of Daejeon Metropolitan City and draws implications on how to redefine elderly welfare facilities in preparation for an ultra-elderly society. To achieve this goal, the study analyzed relevant laws, literature on elderly welfare facilities, domestic and international policy changes available through online portals, and issues related to elderly welfare facilities in Seo-gu, Daejeon. As a result of the analysis, Seo-gu is the area with the largest number of elderly people in Daejeon, and has been leading the pioneering role and direction of elderly welfare facilities. In addition, as a priority for elderly welfare facilities in preparation for the ultra-elderly society, it is important to present future reform plans for residential welfare facilities for the elderly, leisure welfare facilities for the elderly, and long-term care facilities for the elderly. Based on these findings, I discussed various measures for the paradigm shift of elderly welfare facilities in preparation for the ultra-elderly society in Daejeon in the future.
