케어팜과 사회서비스의 연계 방안에 대한 연구

본 연구에서 케어팜이란 농업자원 활용 및 농작업 활동을 통하여 사회적 약자뿐만 아니라 지역주민에게 돌봄, 교육, 일자리 등을 제공하여 신체․정신적 건강증진을 도모하는 농장 또는 농업 실천을 의미한다. 케어팜은 농업의 다원적 가치와 돌봄, 보건․복지, 고용 등 다양한 서비스가 유기적으로 연계하는 모델이다. 국내에서는 치유농업, 사회적 농업 등의 용어로 정책 현장에 적용되고 있으며, 노인, 장애인 등 사회적 약자를 위한 돌봄 뿐만 아니라 농장을 기반으로 보건․복지, 고용 등 다양한 서비스 실천이 이루어지고 있다. 케어팜의 사회서비스 실천 활동을 통해서 생활권역에 기반한 돌봄서비스 제공 가능하며, 지속가능한 서비스 실천을 위해서는 지역 내 다양한 기관과 협력하고, 공적 제도와의 연계, 재정 지원방식을 모색할 필요가 있다. 본 연구는 케어팜과 사회서비스의 제도적 실천을 연계할 수 있는 방법을 살펴보았다. 특히 사회서비스 중 돌봄 제도와 연계하여 실행 가능한 사업제안 및 사회서비스 전달체계 내 확산 방안을 제안하였다. 연구방법은 문헌검토와 심층면접을 활용하였다. 심층면접에는 케어팜 농장주 및 관계자 6명이 참여하였으며, 일반적 질적연구방법을 적용하여 분석하였다. 분석결과 사회서비스 부문과의 연계 경험, 케어팜 운영의 성과, 케어팜 운영의 어려움, 사회서비스 연계를 위해 필요한 정책 등 주제를 도출하고 의미를 해석하였다. 본 연구를 통해 케어팜과 사회서비스 연계방안으로 사회복지시설 연계형, 지역사회 통합돌봄형, 사회서비스 바우처형으로 구분하여 구체적인 실천방안을 제안하였다.

In this study, care farms are farms or agricultural practices that utilize agricultural resources and farm work to provide care, education, and jobs to socially vulnerable individuals and local residents, promoting physical and mental health. Care farms are a model that organically links the pluralistic values of agriculture with diverse services such as care, health and welfare, and employment. In Korea, terms like “healing agriculture” and “social agriculture” are being applied in policy settings. In addition to providing care for the socially vulnerable, such as the elderly and people with disabilities, farms are also providing a variety of services, including health, welfare, and employment. Care farms’ social service activities enable the provision of community-based care services. To ensure sustainable service implementation, they must collaborate with various local organizations, connect with public institutions, and explore financial support options. This study examined ways to link care farms with institutional practices in social services. Specifically, it proposed feasible projects that link care systems within social services and proposed ways to expand them within the social service delivery system. Through this study, we proposed specific implementation plans by categorizing care farms and social services into three types.
