한국 사회복지정책의 선구자 박보희: 생애, 사상, 그리고 사회정책적 유산

Po-Hi Pak, a Visionary in Korean Social Welfare Policy: Life, Ideas, and Legacy in Social Policy

박보희(1929-2021)는 한국 복지국가의 지성사에서 초석을 다진 인물임에도 불구하고 그에 합당한 인정을 충분히 받지 못한 학자이다. 본 연구는 그의 지적 유산을 재조명하며, 박보희가 수십 년 앞서 현대 한국 사회정책의 청사진을 제시한 선구적 설계자였음을 논증한다. 그의 핵심적인 기여는 세 가지로 요약된다. 첫째, 당시 임상 중심에 편중되었던 사회복지교육 관행을 바로잡고 권리에 기반한 거시적 차원의 사회복지 교육을 개척하였다. 둘째, 유엔 아시아․태평양 경제사회위원회(UNESCAP)의 사회개발 전문가로서 데이터에 기반한 연구활동을 통해 ‘삶의 질(quality of life)’에 관한 국제적 담론 형성을 주도하였다. 셋째, 보편주의, 생산적 고령화, 젠더 주류화, 사회적기업 등 한국의 주요 사회정책 의제를 수십 년 앞서 제시하는 일련의 선구적 정책제안들을 저술하였다. 본 연구는 그의 지적 궤적을 추적하고 주요 분석틀(정치-동학 패러다임)을 검토함으로써, 깊은 휴머니즘과 엄밀한 실증 기반 분석을 통합한 그의 통찰이 오늘날의 정책적 도전에도 여전히 심대한 유효성을 지니는 선구자(visionary)적 사유임을 확인한다.

Po-Hi Pak(1929-2021) stands as a foundational yet under-recognized figure in the intellectual history of the Korean welfare state. This paper re-evaluates her intellectual legacy, arguing that she was a visionary architect whose work provided the blueprint for modern Korean social policy decades before its time. Her core contributions were threefold: pioneering a rights-based, macro-level approach to social work education that corrected the clinical-centric focus of the era; shaping the global discourse on “quality of life” through her data-driven work as a social development expert at the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP); and authoring a series of remarkably prescient policy proposals—including universalism, productive aging, gender mainstreaming, and social enterprise—that anticipated major Korean social policies by decades. By tracing her intellectual trajectory and analyzing her key frameworks(Politico-Kinetic Paradigm), this paper confirms her status as a visionary whose synthesis of profound humanism and rigorous, evidence-based analysis remains profoundly relevant for contemporary policy challenges.
