사회복지 실천의 담론적 재구성: 사회복지사의 사회문제 인식과 개입전략의 패러다임 전환(2005-2025)

Discursive Reconstruction of Social Work Practice: Paradigm Shift in Social Workers’ Perception of Social Problems and Intervention Strategies (2005-2025)

본 연구는 2005년∼2025년간 사회복지 실천의 핵심 담론의 전환 과정을 분석하는 것을 목적으로 한다. 특히 사회문제 규정 방식이 구체적인 개입 전략의 패러다임 전환에 어떠한 영향을 미쳤는지를 ‘담론 분석(discourse analysis)’의 관점에서 추적하고자 하였다. 이를 위해 해당 기간의 주요 사회복지 학술 문헌, 정책 보고서, 법률 텍스트 등 165편을 분석 자료로 활용하였다. 연구결과, 첫째, 사회문제 인식 담론은 문제의 원인을 개인의 병리적 결함으로 보던 관점에서 벗어나 사회구조적 불평등과 관계적 단절을 중시하는 생태 체계적 관점으로 전환되었다. 빈곤은 ‘사회적 배제’로, 정신건강은 ‘탈의료화’ 및 ‘회복’의 관점으로, 가족은 ‘정상가족 이데올로기’의 해체로, 노인 문제는 ‘보호 대상’에서 ‘삶의 주체’로 재규정되었다. 둘째, 이러한 인식의 전환은 개입전략의 스펙트럼을 확장시켰다. 미시적으로는 트라우마 기반 케어(TIC) 등 관계 중심의 치료담론이 심화되었으며, 중범위적으로는 통합적 사례관리가 핵심적 실천으로 제도화되었다. 특히 거시적으로는 불평등한 제도 자체를 변화시키려는 ‘옹호(advocacy)’와 ‘커뮤니티 오거나이징(community organizing)’이 사회복지사의 핵심 책무로 부상하였다. 지난 20년간의 담론적 재구성은 사회복지사의 전문적 정체성을 단순한 ‘기술자’에서 복잡한 윤리적 딜레마 속에서 끊임없이 성찰하는 ‘성찰적 실천가(reflective practitioner)’로 재구성할 것을 요구하고 있다. 본 연구는 이러한 담론의 계보를 추적함으로써 한국 사회복지 실천의 지적 자산을 성찰하고 미래의 발전 방향을 모색하는 데 기여하고자 한다.

This study aims to analyze the process of transformation in the core discourses underpinning Korean social welfare practice over the past 20 years (2005-2025). Specifically, it sought to trace, from a discourse analysis perspective, how the ways of recognizing and defining social problems influenced the paradigm shift in concrete intervention strategies. To this end, major social welfare academic literature, policy reports, and legal texts from the period were utilized as analytical data. The findings reveal that, first, the discourse on recognizing social problems shifted away from viewing the causes as individual pathological defects toward an ecological systems perspective emphasizing social structural inequality and relational disconnection. Poverty was reframed as ‘social exclusion’; mental health was approached through ‘demedicalization’ and ‘recovery’; the family was redefined by dismantling the ‘ideology of the nuclear family’; and the elderly were repositioned from ‘objects of protection’ to ‘agents of their own lives’. Second, this shift in perception broadened the spectrum of intervention strategies. At the micro level, relationship-centered therapeutic discourses like Trauma-Informed Care (TIC) deepened. At the meso level, integrated case management became institutionalized as a core practice. Crucially, at the macro level, ‘advocacy’ and ‘community organizing’-aimed at transforming unequal systems themselves-emerged as central responsibilities for social workers. In conclusion, the discursive reconfiguration over the past two decades demands that social workers’ professional identity be restructured from that of mere ‘technicians’ to ‘reflective practitioners’ who constantly engage in self-reflection amidst complex ethical dilemmas. By tracing this discursive genealogy, this study aims to contribute to reflecting on the intellectual assets of Korean social work practice and exploring future directions for its development.
