시설 노숙인의 일․자립 경험에 관한 질적 연구

A Qualitative Study of Homeless Shelter Residents’ Experiences of Work and Self-Sufficiency

본 연구는 시설 노숙인을 일할 의지가 부족한 수급자나 관리의 대상으로 전제해 온 시각에서 벗어나, 시설 안에서 일․자립을 향해 전개되는 일상적 실천과 “다시 살아갈 힘”의 형성 과정을 당사자의 관점에서 탐색하고자 하였다. 이를 위해 A시 노숙인 복지시설을 이용하는 남성 입소자 4명을 대상으로 초점집단면접과 개별심층면접을 실시하고, 전사 자료에 대해 주제분석을 수행하였다. 분석 결과, 시설 노숙인의 경험은 ① 시설 안에서 주거․건강․일․관계를 매개로 형성되는 회복력, ② 단기․저임금 일자리와 연령․건강에 따른 노동시장 배제, 시설 규칙과 사회적 낙인, 제도적 사각지대 등 다시 살아가기 위해 넘어야 하는 벽들, ③ 일자리 중심의 자활 지원, 삶을 다듬는 인문학․기술교육, 당사자 참여 기반 정책 구조 등 당사자가 제안하는 일․자립 및 자활지원 방향이라는 세 가지 상위 주제로 정리되었다. 이러한 결과는 시설 노숙인을 결핍과 의존의 프레임에 고정하기보다, 제한된 자원과 구조적 장벽 속에서도 일과 관계를 통해 삶을 다시 세워 가려는 주체로 이해할 필요가 있음을 보여준다. 아울러 식사와 잠자리를 제공하는 보호 중심 시설을 넘어, 일․주거․관계․교육을 통합하고 당사자의 목소리가 충분히 반영되는 자활지원 체계로의 전환이 요구됨을 시사한다.

This study explores the everyday experiences of homeless individuals living in shelters as they strive toward work and self-reliance, moving beyond the conventional perception of them as passive recipients of welfare or subjects of control. Using focus group and in-depth individual interviews with four male residents of a homeless shelter in City A, the study adopts thematic analysis to uncover how these individuals regain a sense of agency and rebuild their lives. The analysis reveals three main themes: (1) the process of building resilience within shelters; (2) barriers to recovery; and (3) participant-proposed strategies for self-reliance support. These findings highlight the need to understand homeless individuals not as dependent and deficient, but as active agents navigating structural barriers. The study calls for a transition from protection-oriented shelters to integrated self-reliance systems that combine employment, housing, relationships, and education, with genuine user participation.
