프랑스와 한국의 국립박물관 정책 비교: 국립박물관의 법률적 지위와 운영체계를 중심으로

Comparing National Museum Policies in France and Korea: Focusing on the legal status and operational system of the National Museum

국가 주도형 문화정책을 시행하고 있는 프랑스와 한국 양국 모두 국립 박물관들의 공적 가치 확산과 지역 균형 발전을 위한 국립박물관의 새로운 역할을 모색하는데 주안점을 두고 있다. 프랑스와 한국의 박물관 운영 현황을 비교하자면 박물관 정책의 외형적 측면에서는 유사한 점들이 보인다. 양국의 국립박물관과 등록 박물관의 수가 유사한 수치를 지닌 것으로 집계되며 최근 신설 국립박물관의 운영체계가 법인으로 전환되는 기조도 유사하다. 하지만 국립박물관의 법적 지위 및 개념 규정, 중앙부처 내 박물관 정책 전담부서의 규모와 기능 그리고 국립박물관 법인화 정책의 세부 방안에 있어서는 프랑스와 한국의 상황은 큰 차이를 보인다. 본 논문에서는 2002년에 제정된 「프랑스 박물관법」과 국내 박물관 정책 관련 최상위 법률인 「박물관 및 미술관 진흥법」상의 국립 박물관 관련 규정들을 비교분석하고 양국 정부가 추진하고 있는 국립박물관 정책의 방향성에 관해 진단해 보고자 한다. 특히 프랑스 박물관법에서 규정하고 있는 박물관 분류체계와 국가 지원 대상기관의 선정 기준 그리고 중앙부처와 국립박물관 간의 관계를 집중적으로 분석하여 국내 국립박물관 정책의 개선 방향을 제시하는데 주안점을 두고자 한다.

Both France and Korea, which implement state-led cultural policies, are focusing on expanding the public value of national museums and exploring new roles for them in achieving balanced regional development. Comparing the operational practices of museums in France and Korea reveals similarities in the outward aspects of their policies. The number of national and registered museums in both countries is comparable, and the recent trend of newly established national museums being converted into corporations also shares a similar trend. However, the situations in France and Korea differ significantly in the size and function of dedicated museum policy departments within central government ministries, the legal status and conceptual definition of national museums, and the specific measures for incorporating national museums. This paper compares and analyzes the national museum-related regulations of the French Museum Act, enacted in 2002, and the Act on the Promotion of Museums and Art Galleries, the highest-level legislation governing museum policy in Korea. This paper assesses the direction of national museum policies pursued by both governments. Specifically, this paper analyzes the museum classification system stipulated in the French Museum Act, the selection criteria for institutions eligible for state support, and the relationship between central government ministries and national museums. This analysis focuses on suggesting directions for improving national museum policies in Korea.
