지역소멸 대응을 위한 협력적 거버넌스 구축방안

A Study on the Establishment of Cooperative Governance in Response to Regional Extinction in South Korea

청년인구의 이동과 이로 인한 지역대학의 미충원은 지역경제의 성장동력 약화와 지역소멸 가속화라는 악순환을 고착화한다. 정부는 이와 같은 악순환의 고리를 끊어내기 위해 고등교육 생태계에 주목하고 지속적으로 대학에 대한 재정지원 정책을 펼쳐왔지만, 기대만큼 효과를 얻었는지는 미지수이다. 본 연구는 이러한 문제를 해결하기 위한 토대로 협력적 고등교육 거버넌스에 주목하여 현황 분석과 대안을 제시하고자 한다. 교육거버넌스는 대학 내의 조직에 대한 것을 시작으로 그 범위가 확대되어 왔다. 거버넌스 이론과 다양한 협력 관련 이론을 살펴보고, 미국의 통합‧조정‧협력 거버넌스 모델과 함께 우리나라의 지방대학 육성정책을 분석하였다. 또한, 대표적인 고등교육 거버넌스 구축 노력이라 할 수 있는 교육거버넌스를 구축하기 위해 제정된 「지방대학 및 지역균형인재 육성에 관한 법률」과 이를 근거로 수립된 “지방대학 및 지역균형인재 육성지원 기본계획”을 분석하였다. 분석 결과를 토대로 지방자치단체는 인재육성에 대한 종합적인 관점을 정립할 필요가 있고, 지자체‧중앙정부‧지방대학‧기업 간 협업을 통해 지역소멸에 대응하는 고등교육 협력 거버넌스를 구축하고 운영하기 위한 정책적 시사점을 도출하여 제언하였다.

The migration of the young population and the resulting under-enrollment in regional universities reinforce a vicious cycle that weakens the growth engine of local economies and accelerates regional decline in South Korea. Although the South Korean government has sought to break this cycle by focusing on the higher education ecosystem and continuously implementing financial support policies for universities, it remains uncertain whether these efforts have produced the intended outcomes. This study aimed to examine the current situation and propose alternatives by focusing on cooperative higher education governance as a foundation for addressing these issues. The concept of educational governance has gradually expanded, beginning with organizational structures within universities and extending to broader systems. By reviewing governance theories and various collaboration-related theories, this study analyzed the United States’ integrated, coordinated, and cooperative governance models as well as Korea’s policies for fostering regional universities. In addition, it examined the Act on the Promotion of Local Universities and Local Talent Development legislation enacted to establish a representative model of higher education governance and the “Basic Plan for Supporting Local Universities and Local Talent Development,” which was formulated based on this act. Based on the analysis, the findings suggest that the local governments need to establish a comprehensive perspective on talent development. Furthermore, it offers policy implications for building and operating a cooperative higher education governance system that can respond to regional decline through collaboration among the local governments, central government, regional universities, and industry.
