거점 국립대학교 체육시설의 안전관리 실태와 운영 개선 방안

Measures to improve safety management and operation of sports facilities at key national universities in South Korea

거점 국립대학교 체육시설의 안전 관리를 이해하기 위해서 문헌연구를 실시한 후 거점 국립대학교 10개교를 대상으로 체육시설 보유현황, 시설이용현황, 안전점검 현황, 안전전문가 현황, 보험가입 여부를 조사하였다. 문헌 분석 결과, 거점 국립대학교 체육시설은 직장체육시설로 체육시설의 설치 이용에 관한 법률이 적용되는 시설이며, 사용료를 받고 운영할 경우 영업 신고를 해야 하고, 보험에 가입해야 하며, 안전점검을 실시해야 되는 시설이었다. 그러나, 안전점검을 실시하지 않고 있고, 안전전문가는 없었으며, 보험은 강원대, 충북대만 체육시설업자 배상책임보험에 가입되어 있었고, 나머지 대학들은 대학구성원을 대상으로 한 보험에만 가입되어 있었다. 거점 국립대학교 체육시설의 운영실태를 조사한 결과, 체육시설을 대관 또는 이용 등으로 사용료를 받고 있었으며, 전북대를 제외한 9개 대학교에서 지역 주민을 대상으로 프로그램을 운영하고 있었다. 거점 국립대학교 체육시설의 안전관리와 운영 개선방안으로는 첫째, 사업자등록, 수익신고 등의 영업신고가 필요하고, 둘째, 시설관리를 위한 안전관리자를 고용해야 하며, 셋째, 안전관리 기준을 충족하고, 안전점검의 절차와 방법, 체계가 마련되어야 하며, 안전점검을 실행해야 한다. 넷째, 주역 주민 등 이용객의 사고에 대비한 보험에 가입해야 한다. 다섯째, 이용자들의 시설사용을 편리하게 할 각종 편의시설이 제공되어야 한다.

This study aimed to examine the safety management of sports facilities at key national universities in South Korea. It conducted a literature review, and the status of the sports facilities, facility use, safety inspection status, safety expert status, and insurance subscription at 10 key national universities were surveyed. Data analysis indicated that the sports facilities at key national universities are workplace sports facilities, subject to the Sports Facilities Installation and Use Act. If they charge fees for operation, they must register their business, purchase insurance, and conduct safety inspections. However,the findings revealed that the safety inspections were not conducted, no safety experts were present, and only Kangwon National University and Chungbuk National University were covered by the Sports Facility Operator Liability Insurance, while the remaining universities only had insurance for the university members. An investigation on the operational status of sports facilities at major national universities revelaed that they were receiving usage fees for sports facilities rental or use, and nine universities, excluding Jeonbuk National University, were operating programs for local residents. To improve the safety management and operation of sports facilities at key national universities, first, business registration and revenue reporting are required. Second, a safety manager must be hired to manage the facilities. Third, safety management standards must be met, safety inspection procedures, methods, and systems must be established, and safety inspections must be implemented. Fourth, insurance must be purchased to cover accidents involving residents and other users. Fifth, various convenience facilities must be provided to facilitate user use of the facilities.
