울산의 ‘크리에이티브 로컬리즘’을 통한 ‘문화도시’ 브랜드 구축 방안 -어린이 콘텐츠를 중심으로-

Ulsan’s plan to build a ‘cultural city’ brand through ‘creative localism’ -Focusing on children’s content-

2022년 울산시가 법정 문화도시로 지정된 후에, ‘크리에이티브 로컬리즘’(Creative Localism)을 중심으로 ‘문화도시 구축’을 위해 노력하고 있다. 이 논문은 울산 문화도시 구축을 위한 하나의 방안을 제시하고자 한다. 1962년 울산공업센터 기공식 이후, 울산은 줄곧 산업화의 중요한 도시로 기능을 해 왔다. 2004년부터 진행된 친환경 태화강 조성 사업은 울산을 산업과 문화, 자연이 살아 숨쉬는 도시로 만들어가고 있다. 이 과정에서 울산만의 ‘크리에이티브 로컬리즘’(Creative Localism)의 중요성이 높아지게 되었다. 이 논문에서는 ‘크리에이티브 로컬리즘’(Creative Localism)의 방안으로 울산의 ‘어린이 콘텐츠 아카이브’에 주목하였다. 울산은 한글학자 최현배를 비롯하여 민속학자 송석하, 아동문학가인 정인섭과 서덕출이라는 중요한 인물들이 나고 자란 곳이다. 식민지시기에 활동한 이들은 당대 어린이를 위해서 한글, 이야기, 동화, 동요에 관심을 가지고 어린이교육과 문화를 꽃피웠다. 울산 문화도시 구축의 성공은 울산의 어린이에게 달려있다. 어린이가 행복하고 살기 좋은 도시에 미래가 있기 때문이다. 최현배, 송석하, 정인섭, 서덕출이 어린이문화를 위해 힘쓰고 가꾸어 온 문화적 자산을 토대로 첫째, 어린이가 그리는 울산의 미래 둘째, 아동문화 예술의 향유인 동요동화동극의 확산 셋째, 어린이날문화를 복원하여 울산만의 ‘크리에이티브 로컬리즘’(Creative Localism)을 실현하고자 한다. 이를 통하여 울산의 어린이들은 문화를 향유하는 어린이가 되고, 미래 울산을 이끌어나가는데 주도적인 역할을 담당할 것으로 기대된다.

Since being designated a legal cultural city in 2022, Ulsan has been striving to build a ‘cultural city’ centered on ‘creative localism’. This paper proposes one plan for establishing Ulsan as a cultural city. Since the groundbreaking ceremony for the Ulsan Industrial Center in 1962, Ulsan has consistently served as a key industrial city. The eco-friendly Taehwa River restoration project, which began in 2004, is transforming Ulsan into a city where industry, culture, and nature thrive. This process has heightened the importance of Ulsan’s unique ‘creative localism’. This paper focuses on Ulsan's ‘Children's Content Archive’ as a means of ‘creative localism’. Ulsan is the birthplace of several important figures, including Korean language scholar Choi Hyeon-bae, folklorist Song Seok-ha, and children's literature writers Jeong In-seop and Seo Deok-chul. Active during the colonial period, these individuals fostered a passion for Korean language, stories, fairy tales, and nursery rhymes for the children of their time, contributing to the flourishing of children’s education and culture. The success of Ulsan’s cultural city development hinges on its children. A city where children are happy and thrives lies its future. Building on the cultural heritage cultivated and nurtured by Choi Hyun-bae, Song Seok-ha, Jeong In-seop, and Seo Deok-chul, we aim to: First, create a future for Ulsan that children envision; Second, expand the use of children’s songs, fairy tales, and plays as a way to enjoy children’s culture and arts; and Third, restore Children’s Day culture to realize Ulsan's unique ‘Creative Localism’. Through these efforts, Ulsan’ children are expected to become culturally conscious children and play a leading role in shaping the future of Ulsan.
