Public Broadcasting as public sphere II: Focusing on the German public international broadcaster Deutsche Welle

Deutsche Welle, Germany's international broadcaster, was founded in 1953 with the goal of breaking the tradition of broadcasting abroad, which had been used as a Nazi propaganda tool, and promoting Germany as a democratic nation worldwide. After the war, Germany made various efforts to shed its image as a war criminal and demonstrate its commitment to re-entering the global order as a democratic nation. In establishing its public broadcasting system, Germany prioritized freedom of the press, decentralization of broadcasting sovereignty, and prohibition of government interference in broadcasting. It also committed to respecting the free expression of opinions and diverse perspectives of individuals and the public. Deutsche Welle shares this commitment. Its primary goals are to promote Germany's cultural and democratic rule of law to the international community and to provide a forum for discussion on key political, cultural, and economic issues in Germany and other countries across Europe and other continents. This study examines the roles and values of Deutsche Welle and the Deutsche Welle Akademie, analyzing real-world examples of media development projects currently underway at the Deutsche Welle Akademie, aimed at fostering a democratic public sphere.
