누가 교육감이 되는가? : 한국 교육감의 경력구조 분석

Who Becomes a Superintendent of Education?: An Analysis of the Career Trajectory of Korean Superintendents of Education

이 연구에서는 역대 교육감 당선자의 경력 자료를 바탕으로 Apriori 알고리즘과 CNM 알고리즘을 적용하여 교육감직으로의 경력 여정을 탐색하고 핵심경력을 도출함으로써 교육감 제도에 대한 논의의 확장을 도모하였다. 주요 연구 결과에 따른 논의점은 다음과 같다. 첫째, 선거제 시기 역대 교육감의 성별은 간선제 시기 남성 100.00%, 직선제 시기 95.00%, 종합 97.87%로 남성이 압도적이었다. 이러한 구조적 불균형은 교육감 후보군의 형성 과정에서부터 여성의 수적, 경험적 한계를 내포한다. 둘째, 당선 지역과 출생지 및 학부 소재지 간의 일치 여부가 중요하게 작용하였다. 이를 통해 유권자는 교육감 후보의 지역 기반을 휴리스틱(heuristics)으로 판단하는 경향이 짙음을 알 수 있다. 셋째, 선거제도에 따른 교육감의 핵심경력 범주가 명확하게 대비된다. 간선제 시기 교육감의 경우 상당수가 중등교육을 기반으로 하여 단위학교와 교육청에서 교육행정 실무를 경험한 반면, 직선제 시기 교육감의 경우 고등교육을 기반으로 한 대외적 활동에 집중하는 경향을 보인다. 넷째, 교육감직에 이르는 핵심경력은 기본경력과 심화경력으로 구분된다. 간선제에서는 폐쇄형의 경우 보드진에 해당하는 시도교육위원, 개방형의 경우 교육청 내부의 위계적 승진 경로가 주요한 반면, 직선제에서는 지역 주민들이 가시적으로 확인할 수 있는 대외 활동의 공발생이 두드러졌다. 이 연구는 그간 드러나지 않았던 역대 교육감들의 경력 구조를 거시적으로 조망해보고 지역 교육 거버넌스 리더의 경력 관점에서 교육감 제도에 대한 확장적 논의의 장을 열었다는 것에 의의를 둔다.

This study examines the career trajectories leading to the position of superintendent of education in Korea by analyzing the career data of elected superintendents using the Apriori and CNM algorithms. The findings reveal persistent gender imbalance, with the vast majority of superintendents being male, indicating structural constraints in the formation of the candidate pool. Regional congruence between elected areas and candidates’ birthplace or undergraduate institution also played a significant role, suggesting that voters rely on regional background as an electoral heuristic in formally nonpartisan elections. Moreover, distinct differences in key career patterns emerged across electoral systems: indirectly elected superintendents tended to have secondary education–based administrative careers within schools and education offices, whereas directly elected superintendents were more likely to have higher education backgrounds and externally oriented career experiences. By systematically identifying key careers, this study contributes to a broader understanding of local educational governance leadership and expands scholarly discussion on the superintendent system.
