Analysis of the Results and Characteristics of the 2025 Busan Superintendent of Education By-Election

본 연구는 2025년 부산광역시교육감 재선거 결과의 특징을 분석하고, 이를 통해 교육감 직선제를 둘러싼 제도적 논쟁에 경험적 시사점을 제시하는 것을 목적으로 한다. 교육감 주민직선제는 주민 통제, 교육의 전문성, 정치적 중립성이라는 지방교육자치의 핵심 가치를 구현하기 위한 제도로 도입되었으나, 선거의 정치화, 후보자 전문성 논쟁, 저정보 선거 현상 등 다양한 쟁점을 지속적으로 동반해 왔다. 기존 연구가 주로 규범적·제도적 논의에 집중해 온 반면, 실제 선거 결과를 중심으로 이러한 쟁점들이 어떻게 나타나는지를 분석한 연구는 상대적으로 부족한 실정이다. 이에 본 연구는 교육감 선출제도의 주요 쟁점을 분석틀로 삼아 2025년 부산교육감 재선거를 검토하였다. 분석 결과, 보수 성향이 강한 지역으로 인식되어 온 부산에서 진보 성향 후보가 과반 득표로 당선된 점은 교육감 선거가 지역의 일반 정치 구도와 동일한 방식으로만 작동하지 않음을 보여준다. 이러한 결과는 당선자의 교육행정 경력과 같은 후보 전문성이 유권자 선택에 일정 부분 영향을 미쳤을 가능성을 시사한다. 아울러 정당 지지와 후보 지지 간의 불일치, 종교 집단의 선거 개입 등은 교육감 선거가 다양한 정치·사회적 요인이 교차하는 복합적 정치 공간임을 드러낸다. 이는 주민 통제의 민주성과 정치적 중립성이라는 지방교육자치의 핵심 가치가 실제 선거 과정에서 긴장 관계 속에 작동하고 있음을 보여주는 사례로 해석할 수 있다. 본 연구는 교육감 직선제에 대한 논의를 규범적 차원에서 경험적 차원으로 확장하고, 제도가 어떠한 조건 속에서 작동하는지를 구체적으로 검토함으로써 향후 교육감 선출제도 논의에 기초자료를 제공한다는 점에서 의의를 지닌다.

This study analyzes the characteristics of the 2025 Busan Metropolitan Office of Education superintendent by-election and aims to provide empirical implications for debates surrounding the direct election system of superintendents. The superintendent direct election system was introduced to realize key principles of local educational autonomy, including democratic control by residents, professionalism in education, and political neutrality. However, it has continually been accompanied by various issues such as the politicization of elections, disputes over candidate qualifications, and the prevalence of low-information voting. While previous studies have primarily focused on normative and institutional discussions, empirical analyses examining how these issues manifest in actual election outcomes have remained relatively limited. Against this backdrop, this study examines the 2025 Busan superintendent by-election using major issue frameworks related to the superintendent election system. The findings indicate that the election of a progressive candidate with a majority of votes in Busan—a region commonly perceived as conservative—suggests that superintendent elections do not necessarily operate in the same manner as general partisan politics. This result implies that candidate professionalism, such as extensive experience in educational administration, may have influenced voter choice to a certain extent. In addition, inconsistencies between party identification and candidate support, as well as the involvement of religious groups in the election process, reveal that superintendent elections function as complex political arenas where diverse political and social factors intersect. These dynamics illustrate that the core values of local educational autonomy—democratic control and political neutrality—are reproduced in a relationship of tension within actual electoral processes. This study contributes to extending discussions on the superintendent direct election system from a normative to an empirical dimension and provides foundational insights into the conditions under which the system operates.
