This study compares teacher masters degree systems in Finland, Singapore, and South Korea to examine how they support the enacted curriculum. Using the Position–Linkage–Support (P-L-S) framework with nine sub-indicators (P1–P3, L1–L3, S1–S3), the research identifies three institutional models and diagnoses both their structural coherence and inherent tensions. Finland exemplifies an Enactment-Based Integration model, where a masters degree functions as a mandatory standard (P1, P3); however, a persistent theory–practice gap emerges in L2, as research coursework (≈60 ECTS) far outweighs teaching practicum (≈20–25 ECTS). Singapores Career-Linked Support model strategically couples degrees with career tracks, demonstrating strengths in L1 and L2, yet mandatory service bonds attached to S1–S2 constrain teacher autonomy. South Koreas Individual Choice/Fragmentation structure combines extrinsic L1 linkage (promotion points) with weak L2 alignment and deficiencies across S1 (private burden), S2 (evening/seasonal programs), and S3 (absent follow-up), yielding credential inflation. Drawing on these findings, the study proposes redesign principles for Korea: a Learning–Role–Accountability triad to strengthen L2, institutional feedback channels for field-based research to operationalize S3, and selective, goal-oriented support aligned with national education priorities to reconfigure S1–S2.
