This paper analyzes the context in which the term “shepherd” is used in the Book of Jeremiah and its theological significance through literary and synchronic method. First, it examines the social and religious roles and symbolism of the shepherd in the ancient Near East, and then systematically classifies the instances of how “shepherd” is used both literally and figuratively within the Book of Jeremiah. In the Book of Jeremiah, the shepherd appears as a polysemous symbol referring to Yahweh (God), Jeremiah (the prophet), and the kings and leaders of Judah and the nations. In particular, the leaders of Judah are mostly depicted as corrupt and irresponsible shepherds, causing the people (the flock) to fall into spiritual and moral decay. Consequently, God uses the shepherds of the nations (such as Babylon) as instruments of judgment, but ultimately promises to establish a new shepherd (leader) after His own heart to restore the community through the principles of righteousness and justice. The image of the shepherd is closely linked to the core theological themes of the Book of Jeremiah: “judgment and restoration” and “the ideal of true leadership.” This paper demonstrates that the concept of the shepherd in the Book of Jeremiah goes beyond a simple metaphor and holds decisive significance for Israel’s theological identity and future vision.
