자립지원전담기관 사례관리자의 실천적 딜레마 - 무력감과 책임감 사이의 줄타기 -

Practical Dilemmas Experienced by Case Managers at Self-reliance Support Agencies: Between Helplessness and Responsibility

본 연구는 자립지원전담기관에서 자립준비청년 사례관리(자립지원통합서비스)를 수행하는 사례관리자가 경험하는 딜레마의 양상과 그 의미를 심층적으로 이해하는 것을 목적으로 한다. 이를 위해 현재 자립지원전담기관에서 자립지원통합서비스를 담당하고 있는 경력 2년 이상의 사례관리자 12명을 대상으로 3회의 포커스그룹인터뷰(FGI)를 실시하고 일반적 질적 연구방법을 적용하여 자료를 분석하였다. 그 결과 3개의 상위범주와 8개의 하위범주, 그리고 21개의 개념이 도출되었다. 그리고 핵심주제는 ‘어디까지 해야 하는가’라는 끝없는 물음 속 무력감과 책임감 사이의 줄타기로 도출되었다. 이러한 결과를 바탕으로 자립준비청년 사례관리의 실천기준 및 위기개입 프로토콜 구축, 사례관리자 교육 및 슈퍼비전 체계화, 평가체계의 재설계와 사례관리 기간의 유연화라는 실천적, 정책적 함의를 제시하였다.

This study aims to deeply understand the aspects and meanings of practical dilemmas experienced by case managers in their practice while providing case management services (Integrated Self-reliance Support Services) for youths preparing for independence at Self-reliance Support Agencies. To this end, three focus group interviews (FGIs) were conducted with 12 case managers who currently oversee Integrated Self-reliance Support Services at Self-reliance Support Agencies and have at least two years of experience. The collected data were analyzed using a general qualitative research method. The analysis yielded 3 upper categories, 8 subcategories, and 21 concepts. The core theme was identified as “walking a tightrope between helplessness and responsibility amidst the endless question of ‘how far should I go?’” Based on these findings, this study proposes practical and policy implications, including establishing practice standards and crisis intervention protocols for the case management of youths preparing for independence, systematizing education and supervision for case managers, redesigning the evaluation system, and making the case management period more flexible.
